Many of the homes lost in the Camp Fire did not have fire sprinkler systems. When these homes were rebuilt, they were required to have residential fire sprinkler systems in accordance with the then-current California fire code, in addition to a slate of other new fire and building code requirements. For many homeowners, these requirements introduced significant obstacles:

  1. Legacy Properties and Infrastructure: Many of the destroyed homes had been built under older building codes. The infrastructure necessary to support the new requirements—particularly the water supply for the fire sprinkler system—was often inadequate or entirely absent.
  2. Water Supply Contamination: The fire’s extreme heat melted plastic water pipes, contaminating groundwater with benzene and other volatile organic compounds (VOCs). Much of the municipal water infrastructure required extensive repair or replacement, adding complexity and delays to the rebuild process.
  3. Time and Cost Pressures: Homeowners and developers were eager to return to their properties but faced significant financial and logistical hurdles. Balancing compliance with the new codes against the constraints of time and cost was paramount.
